The future of a not-for-profit drug and alcohol rehabilitation centre considered among the strictest in Australia is in doubt due to a planning dispute.
The City of Swan is located on the north-eastern fringe of Perth, 21 kilometres north-east of Perth.
Stretching over 1,042 square kilometres, the City is a unique blend of residential, commercial, industrial and rural land.
It is the largest local government in the Perth metropolitan area.
