Stephen Edwell
Non-Executive Chair / Economic Regulation Authority
Stephen Edwell is an economist specialising in the reform and access regulation of utility services.
Mr Edwell has led teams to restructure electricity markets in Queensland and Western Australia, including implementation of the Western Australian wholesale electricity market. He has provided advice on economic regulation issues to the Western Australian State Government on projects such as Wheatstone, Browse and Oakajee port and rail; and has managed various energy projects in the Pilbara including Pilbara Power.
Mr Edwell was chair of Horizon Power from 2018 to May 2019, and was inaugural full-time chair of the Australian Energy Regulator from 2005 to 2010. He has been a governing body member of the Economic Regulation Authority from January 2006 to April 2017, and was appointed chair in August 2021.
