Plans lodged for two new towers at Capital Square

Malaysian developer Victor Goh has lodged plans to build two new towers at Capital Square, with another office building and an apartments complex proposed alongside Woodside Petroleum’s headquarters, Mia Yellagonga.

Department of Planning, Lands and Heritage documents reveal Mr Goh’s development vehicle, AAIG, had lodged plans with the City of Perth to construct office and residential buildings at 98 Mounts Bay Road earlier this month.

The second phase of the Capital Square project is estimated to cost around $140 million to construct.

The proposal is yet to be assessed by City of Perth design advisory or planning officers, and has yet to be allocated a date for a development assessment panel hearing.

Further details would not be available until the project is assessed, a City of Perth spokesperson told Business News.

Integrating another office tower into Capital Square is a change of tack for AAIG, which had originally planned to build a 34-level hotel and a 40-storey residential tower at the site.

However, speculation has been mounting across Perth that AAIG had secured a commitment from international oil and gas giant ConocoPhillips as an anchor tenant for the office component, necessitating a change of scope.

While Capital Square is Mr Goh’s first Perth project, he is a vastly experienced developer, having delivered more than 1.5 million square metres of commercial and residential projects in South-East Asia during the past 25 years.

Mr Goh also appears to be making progress at another Perth development site, with site works and piling operations under way at Elizabeth Quay, which is planned to be a two-tower hotel and apartment project designed by Kerry Hill Architects.

EQ West, being developed in collaboration with Adrian Fini under the vehicle CA & Associates, will include an art gallery and museum space on its 45th floor, while a vast public plaza will ensure the delivery of considerable amenity on the project’s ground floor.

Mr Goh was also the successful bidder for another development site at Elizabeth Quay, which will also be developed with Mr Fini through a joint venture known as CA Corporation.
