Property consultancy BPG Australia is leading the advisory group.
The group includes independent structural engineer and international architects Sandover Pinder.
The owners of the hotel include well-known Perth finance executives Domenic and Luke Martino from Indian Ocean Group.
The appointments follow community protests over the lack of progress and concern the structural integrity of the building was being put at risk.
BPG managing director Jeff Braddock said the priority was making the site safe and secure, preserving the façade and salvaging as much of the 1886 hotel as possible.
"Professional advice as to the structure and condition of the remaining fabric has been adopted and the building is being closely monitored," he said.
"The structural engineer has advised that the building is not being compromised by the lack of cover."
He said the owners had held meetings with the Heritage Council and the City of Swan to determine the best use for the whole site.
Mr Braddock said they were also working through insurance and funding issues.
"While some funds were recouped under the Insurance Policy, these were insufficient to complete the development," he said.
"The owners are working through this process to achieve an outcome for the site that protects the heritage of the building while allowing a suitable commercial result that will ensure successful and sustainable operations on completion.
"We appreciate that there is frustration in the local community at delays in progressing plans for the site, however the heritage implications, the costs of development and the imperative for a successful commercial outcome all take time to address."
Mr Braddock said the hotel owners would continue to work with key stakeholders to achieve a positive outcome.
He said a meeting would also be organised to brief the local community group that had been calling for the building's restoration.
