The campaign contract has been divided between incumbent Media Decisions and newcomer Mitchells, while the non-campaign contract has been won by Adcorp, according to reports in trade magazines.
The government was believed to have spent about $19 million last year while a further $23 million was spent by government trading enterprises and local governments, which are also able to use the master contract.
Adcorp will take over from Marketforce Express as the sole supplier of non-campaign advertising, which totaled about $20 million last year.
The new contracts take effect from August 1.
