Consumer confidence has risen slightly, but remains sluggish despite several cash rate cuts and a relatively solid economy, a study has found.The Westpac/Melbourne Institute Index of Consumer Sentiment rose 1.6 per cent to 98.2 in September, from 96.6 in August.
