Matthew Swinbourn is the Labor Party Member of the Western Australia Legislative Council for the East Metropolitan Region.
Following Labor's win in the 2021 state election, he became the Parliamentary Secretary to John Quigley, the Attorney General and Minister for Electoral Affairs, under the McGowan government. In the 2022 cabinet reshuffle, Mr Swinbourn took on the additional role of being Parliamentary Secretary to Bill Johnston, the Minister for Mines and Petroleum; Energy; Corrective Services; Industrial Relations.
Following the resignation of Mr McGowan in June 2023, Mr Swinbourn kept his portfolio as Parliamentary Secretary to John Quigley (Attorney General and Minister for Electoral Affairs) and to Bill Johnston (Minister for Mines and Petroleum, Energy, Hydrogen Industry and Industrial Relations) under the Cook government. In a cabinet reshuffle in December 2023, he retained his role as Parliamentary Secretary to John Quigley but also became Parliamentary Secretary to Simon McGurk (Minister for Training and Workforce Development, Water, Industrial Relations).
Prior to entering politics, Mr Swinbourn was a lawyer with the Construction, Forestry, Mining and Energy Union.
