Ken Baxter was the Secretary of Victorian Department of Premier and Cabinet. He is a strategic management consultant and has been senior policy adviser to the Chief Secretary of the Government of Papua New Guinea since 1999. He has extensive experience in both the public and private sectors, and is involved with the Australian Government and the World Bank in overhauling the public sector in Papua New Guinea. Mr Baxter specialises in organizational reform and general management of large organizations. He was Director General of both the NSW Premier's Department and the Department of Transport. Mr Baxter is an adjunct Professor of Public Policy and Administration at the Australian Graduate School of Management. He also serves as chair of several entities including the NSW Rail Reform Task Force, the Council of Australian Governments Electricity Reform Committee, member of the COAG Micro-Economic Reform Committee, the Australian Dairy Research Council and the Australian Dairy Corporation. Mr Baxter was director of the Sydney Organizing Committee for the Olympic Games (2000) and Commissioner of the Australian National Railways Commission. He is a Fellow of the Australian Institute of Management, Australian Institute of Company Directors and a Member of the Academy of Political Science (New York). Mr Baxter holds a Bachelor degree in Economics from the University of Sydney.
