Mr Liao one of the co-founders and chairman of the Administrative Committee of Linge Ge Art Foundation. He is also vice-chairman of Maoming Jingshen Mining Company Ltd, a subsidiary of Rising Nonferrous Metals Co Ltd. He had served in the People's Bankc of China, Zhuhai branch and had been the legal representative and general manager of Urban cooperatives of Doumen District, Zhuhai, Guandong Province, China and chairman of Shenzhen Xingbang Investment Co., Limited. Mr Liao has over 20 years of business management experience in the finance sector and 10 years in the rare earth sector.
